Heat Pump Rebates for Ottawa Homeowners: What's Available in 2026

If you're thinking about a heat pump in Ottawa, the rebate picture has changed a lot over the last two years. The federal Greener Homes Grant and Greener Homes Loan are both closed, and Ontario's Home Renovation Savings Program is now the main source of heat pump rebates. Here's what's available as of November 2026, in plain language.

Home Renovation Savings Program

Run by Enbridge Gas and Save on Energy, this is Ontario's main home energy rebate program. For heat pumps, the amount depends on how your home is heated today:

  • Homes heated by electricity, oil, propane or wood: up to $7,500 for a cold-climate air-source heat pump ($1,250 per ton).
  • Homes heated by Enbridge natural gas: up to $2,000 for a cold-climate air-source heat pump ($500 per ton).
  • Ground-source heat pumps: up to $12,000, or $3,000 in a gas-heated home.
  • Smart thermostats: $125.

A few rules matter more than the dollar amounts:

  • The heat pump has to be pre-approved before it's installed. Don't book the install first and apply afterwards.
  • It has to be installed by a participating contractor.
  • The model has to be on Natural Resources Canada's list of qualifying cold-climate heat pumps.

If you also do a home energy assessment and two or more upgrades, the program adds rebates for insulation, air sealing, windows and doors, and heat pump water heaters.

Better Homes Ottawa Loan

The City of Ottawa's loan program helps pay for the rest. You can borrow from $10,000 up to $125,000 or 10% of your home's assessed value, whichever is less, and repay it over 20 years on your property tax bill. You'll need an EnerGuide home energy assessment, and gas furnaces and gas water heaters aren't eligible. Heat pumps are.

Many homeowners pair the two: a Home Renovation Savings rebate to bring the price down, and a Better Homes loan to spread out what's left.

Peak Perks

If you have central air or a ducted heat pump and an approved smart thermostat, Save on Energy's Peak Perks pays $75 when you enrol, plus $20 a year. In return, it makes small adjustments to your thermostat on the hottest summer weekday afternoons, and you can override any of them.

What has ended

  • Canada Greener Homes Grant and Enbridge's Home Efficiency Rebate Plus (HER+) are closed to new applicants.
  • The Canada Greener Homes Loan (the interest-free federal loan) is fully committed and no longer taking applications.

If a contractor quotes you based on either of these, ask them to recheck.

Does a hybrid system qualify?

Often, yes. In a hybrid setup, a heat pump does most of the heating and your gas furnace takes over on the coldest nights. The heat pump portion can qualify for Home Renovation Savings if it meets the program rules, while a new gas furnace on its own generally won't qualify for these programs.

Before you book

  1. Check the current amounts on the official program pages. Programs change during the year.
  2. Get pre-approval before installation.
  3. Make sure the model you're quoted is on the qualifying list.
  4. Keep your invoices and the equipment details. Programs ask for them.

We keep an up-to-date summary with links to every official page on our rebates and financing page. When you book a free estimate for a heat pump, we'll go through what you're likely to qualify for.
